This issue looks like it is due to windows updates.

Run (click start and type the following, press enter): gpedit.msc
Expand Computer Configuration -> Administrative Templates -> System -> Credentials Delegation -> Encryption Oracle Remediation
Open - Encryption Oracle Remediation -> choose Enable AND change protection level Vulnerable
Save and Close
